As a physician, I’ve seen firsthand how labor shortages have strained our healthcare system. That’s why I authored House Bill 2038: the DOCTOR Act.
This legislation tackles Texas’s healthcare workforce shortage by tapping into underutilized groups:
- Foreign-trained doctors who meet Texas standards and can practice under provisional licenses
- Medical school graduates who didn’t match into a residency program but are ready to serve under supervision
By allowing qualified professionals to do the jobs they were trained for, the DOCTOR Act serves as a commonsense, conservative solution that expands care without raising costs.
